The VOC audio format is unique to RCA digital voice recorders. It records interviews and lectures. VOC files are not playable in multimedia players. A utility called devoc, by Dave Coffin, converts VOC to WAV. The conversion can also be done online using devoc. Installing devoc takes more work than a Windows program.
WAV files recorded by the RCA recorder are standard. But the VOC format is different from the Creative Labs format with the same extension. The Creative format was used more widely in 1990’s Windows computers. Identifying the RCA format prevents confusion between the two.
AC3 files are lossy compressed audio based on an algorithm called Modified Discrete Cosine Transform. Dolby Laboratories developed the AC3 format using this algorithm and perceptual coding. This led to the AC3 format release as the Dolby Digital standard in 1991.
