Windows supports Truevision3D TV3D SDK to open .TVM files. You need to update the application you normally use to open .TVM files. Only the latest version supports the current format. Check the file for viruses.

The TVM file is related to Tribes: Vengeance, a science fiction first-person shooter game. TVM stands for Tribes Vengeance Map Data. These files contain level data used in single and multi-player campaigns. All maps have a .tvm file. Some maps also have a .mopp file containing additional information. Players store TVM files in the Tribes Vengeance Maps folder. The game loads data from TVM files as needed to render maps. Players cannot directly open TVM files.
Single player maps start with SM. Multiplayer maps start with MP. After installing Tribes Vengeance, players find TVM files under Content/Maps. Note: Vivendi Universal stopped supporting Tribes: Vengeance in 2005. In 2015, Hi-Rez Studios released it as freeware. Fans now maintain Tribes: Vengeance on TribesRevengence.
To install custom maps, place the .tvm file in the Maps folder. If available, also add the .mopp file to the HavokData folder. Not all maps have a .mopp file. Then launch the game and host on the new map to play. Some mods also allow players to activate bots. Go to the Imperial or Phoenix base to find the AI activation console. Interact to configure options.
