A THEMEPACK file is a Windows theme pack. You can open them in any CAB file supporting tool to manually view contents, like 7-Zip and WinZip. Windows 8 and 10 can import Windows 7 THEMEPACK files via “Themes” in “Settings”. However, Windows 8 saves differently, not backwards compatible.
THEMEPACK files are recognized by Windows to have theme pack content. Double-click to open and have Windows install the theme. New visual elements are applied. Further customization is available in Personalization menu. You can make your own theme packs by customizing desktop and saving as a pack file.
