Design has control archive. It can have files like: control describes the package and dependencies. md5sums has checksums to check files.
To open, Linux users use Debian package manager or APT software.
DEB files are UNIX archives supported by the Debian format. Microsoft Windows needs other software. For example, Zipware extracts DEBs.
Programs supporting DEB files can handle transfers. But not all systems open DEBs properly.
