This folder is inside the “Windows” directory. CLB files are commonly found in the COM+ registration database. The COM+ registration database is located in the %windows_directory%\ registration folder. They use the naming convention R00000000000X.clb, where X is a letter or number.

The CLB file format and the Microsoft COM+ service were developed to implement consistent data transmissions and communication efficiency between other Microsoft Windows services.
COM+ catalog files are affixed with the .clb extension. They are generally classified as system files used by the Microsoft Windows OS. Programs that open or reference CLB files are NoteTab Light and NoteTab Pro.
The clb file contains ClipBook template which is used to quickly generate files based on predefined settings. Files with clb file extension can be mainly found as templates for NoteTab ClipBook HTML and text editor.
