The BCSAR file extension is related to the Nintendo 3DS portable game console. BCSAR files contain audio data. You can extract the audio files in a BCSAR file with Citric Composer, caesar, and BCSAR View. When you double-click a BCSAR file to open it and Windows does not recognize the extension, it means there is no default program set to open these files. The BCSAR format archives audio similarly to how the Wii’s BRSAR format does. BCSAR files are located under “romfs:/sound/<name>.bcsar” in the RomFS. vgmtoolbox’s Advanced Cutter/Offset Finder tool can extract BCWAVs from BCSAR files without filenames. You may be able to open BCSAR files by dragging and dropping them onto the caesar.exe application. If missing DLL errors occur, try updating the .NET framework first.
