Open After Effects.
Create a new composition file.
Go to Windows -> Effects and Presets to enable effects.
To locate the plugin in After Effects:
Search for plugin name in the Effects and Presets panel.
Drag and drop that plugin into your composition.

Download latest version of After Effects from the link.
