PHB files contain links to images, not the images themselves. They are created to back up and restore Motorola phone contacts. Or by the PhotoBase program to organize photos. PhotoBase has transitioned to PhotoStudio, which is now discontinued.
PHB files can only be opened by certain programs. The ArcSoft PhotoBase software that created them, for example. As well as the newer ArcSoft PhotoStudio. Without these, your system cannot open PHB files.
Install the latest version of one of these ArcSoft programs. This supports the current PHB format. Or scan the files for viruses which may prevent them opening. Then you can view, edit and manage the images linked to by the PHB file.
