Oracle Corporation created software named Oracle Database. Check developer’s website for more on software and ORA files.
ORA file parameters are all optional since Oracle database has defaults. Parameters can be in any order. Common filenames are init.ora for initialization and tnsnames.ora for SQL*Net connections.
Programs that open or reference ORA files are Oracle Database on Windows and Linux. File Type 2 OpenRaster Image File is unrelated.
Traditionally, saved database configuration files for Oracle databases have ora extension. To open, when in proper folder, files load automatically with database. Unlikely these can convert to anything else.
A problem is ORA not associated with correct program. When opening, wrong program starts. Double-click ORA icon to open. If operating system has app to support it and association between file and program, it should open. Install Oracle Database if not on computer.

The ORA file extension has two file types – OpenRaster Image files and Oracle Database Configuration files. OpenRaster Image files are mainly used for storing digital paintings created in drawing applications. As an open standard format, OpenRaster was developed to serve as an alternative to layered image formats such as Adobe’s PSD. ORA image files may contain multiple layers, adjustments, effects, groups, blending options, text, paths, selections, masks, and color profiles. The format was proposed for common exchange of layered images between raster graphics editors.
Oracle Database Configuration ORA files are regular text files with settings and parameters for running an Oracle database server. For example, the sqlnet.ora file configures Oracle’s SQL*Net subsystem while the tnsnames.ora file controls network service name mappings.
