CGR files exist as 2 different types. Please find information about each of them below.

A CGR file is a CATIA Graphical Representation file. It is a CAD file used for product design visualization. CGR files store only the geometry to view a model, not full CAD data. CGRs are used to send design drafts for review. They can also be inserted into PDFs.
The CGR format was developed by Dassault Systemes for its CATIA software. CGR is one of 158 CAD file types. The main program to open CGR files is CATIA. Alternatives are CATIA MultiCAx plugin and CrossManager.
CGR files work on Windows. To open them, CATIA or similar CAD software is needed. Without it, Windows gives an error that the file type is unsupported.
The CGR file contains folders – one for topology and one for surfaces. The surface folder indexes and stores boundary and face data.
To summarize:
– CGR is a CATIA visualization format
– It holds just enough geometry to view a CAD model
– Used for design reviews and PDF insertion
– CATIA by Dassault is the main CGR editor
– Needs CAD software to open on Windows
– Stores model topological and surface data
