Opening a TOC file requires some steps. First, get the right software. The EAC software is best for converting to TOC files. EAC copies audio CDs well. It has an easy interface. Some other software may also support TOC files. These could be PSP audio converters or software by gamers.
To make a TOC file, use EAC. Or use a program called Rockstar Custom Tracks. Convert MP3 files into TOC files. Then save the TOC files in a game’s SAVEDATA folder. Connect the PSP to the computer first.
To play a TOC file on GTA: LCS or GTA: VCS: Put the file in the right CUSTOMTRACKS folder. Replace the PSP storage. Then play.

Another issue occurs when TOC files aren’t associated with the correct program. To fix, double-click a TOC file and choose “Open with” > “Choose another app.” Select the desired program and check “Always use this app for *.toc files.”
Also ensure the latest version of software able to open TOC files is installed. Check the developer’s website for updates that support the newest TOC format.

The Brasero TOC file contains information needed to burn CD/DVDs. Brasero is a CD/DVD burning application for GNOME. The TOC file defines the organization of messages in a Eudora mail database. It is updated when messages are added or deleted.
If unable to open a TOC file, check the file extension spelling. Similar extensions exist. Also ensure a program supporting TOC files is installed.
