First Microsoft developed 16-bit Windows Metafile (WMF). It stores drawing lines, circles, rectangles, bitmap drawings, text with fonts, tile, cascade. WMF are vector file formats. They are device independent, similar to SVG (Scalable Vector Graphics) files.
WMF specification was published with Windows 3.0. Microsoft continues to update the format regularly. Though WMF file format stores both raster and vector data, it primarily stores vector graphics images.
WMF belongs to vector graphics file formats. Windows Graphical Device Interface (GDI) uses WMF to display image on screen. Enhanced Meta Files (EMF) format was published later. It makes the WMF format more feature rich.
WMF files are scalable without quality loss. They have both vector and bitmap data. WMF files can be opened and edited in software like Adobe Photoshop, Microsoft Paint. However, WMF format is largely obsolete now. It is replaced by more modern Enhanced Metafile (EMF) format.
